PASIG City Police on Monday said they are likely to file charges against the organizers of the groups that stormed last week the property of the Discaya couple’s St. Gerard Construction firm. Pasig authorities said the suit against the protesters will be used for the complaint planned to be lodged by the Discayas against the protesters.

In a press briefing on Monday at Camp Crame in Quezon City, Pasig City Chief of Police Henrix Mangaldan said they are coordinating with the Discayas regarding the affidavit against the protesters.
“On the part of the PNP, we have contemplated filing [a complaint] against the identified organizer in violation of the BP-880,” Mangaldan said. He added that the groups failed to secure permits to stage protests, in violation of Batas Pambansa 880, or the Public Assembly Act of 1985. Regarding reports that the Discayas are requesting assistance to prevent protesters from staging demonstrations on their property, Mangaldan said that no formal request has been received by the Philippine National Police (PNP) regarding the matter. “We are only seeing their legal counsel airing the request, but as to the formality of it, there’s none yet. It is part of the security plans for all events. On Thursday, Sept. 4, at least 40 members of Bayan Muna Party-list led by Jonila Castro staged a lightning rally in front of the Discaya property in Pasig, where protesters threw mud and vandalized the property’s gates and walls, following the congressional hearing that exposed the alleged overpriced, substandard, and some “ghost” flood control projects nationwide cornered by St. Gerard Construction firm. Later in the day, 10 members of the Pasig Laban sa Korapsyon group staged a prayer rally at Plaza Rizal, San Jose, Pasig City. On Wednesday, Sept. 3, some 100 members of the Anakbayan Party-list group, led by Jessie Dimaisip and Rafaela David, also conducted a protest in front of the St. Gerard property. Despite the violent behavior demonstrated by protesters, Mangaldan said they still observe maximum tolerance in the exercise of the freedom of expression. But the moment they cause public tension, traffic jams, and other similar inconveniences, the police can disperse the protest rally, said Mangaldan.
